PricewaterhouseCoopers (PwC) is the leading global organization providing professional financial advisory services, including tax-related services.

Among PwC customers are many world leaders, as well as dynamic companies operating in domestic markets. In 2001, PricewaterhouseCoopers launched the taxonline.pl service for Polish and foreign managers of companies operating in Poland.

Project objectives

taxonline.pl is a paid tax service created by the Tax Advisory Department of PwC. It is designed mainly for tax professionals and accounting staff in medium and large companies.

In the first version of taxonline.pl, the content management mechanisms were implemented in Lotus Notes, whereas the content was, in the next step, moved to the service. After 8 years of the site’s operation the number of documents there has grown to more than 50 thousand, which made maintaining the original model impossible.

The main objectives set for the new taxonline.pl service were:

  • Creating flexible content management mechanisms within taxonline.pl, thus replacing Lotus Notes
  • Offering users an ergonomic way to access and navigate the very extensive information database
  • Developing the taxonline.pl business model as a paid service

The new version of the portal was launched in mid-November 2008.

System Description

The biggest challenge of the project was the design and construction, from the start, of a dedicated content management system (CMS). Originally, e-point planned to use our proprietary platform ActiveContent. However, a deeper analysis led us to believe that the use of the classical CMS system, based on the tree-like structure of documents, would be a mistake.

The document management system we proposed is based on tag mechanisms. All documents are described using a suitable set of parameters (tags) that determine where a particular document appears. System administrators can create tags themselves and specify their type. Some of the tags can be used as navigation, others can group documents in thematic sites (Hot Topics), while the remaining ones are used for indexing documents. It is even possible to specify which tags are to appear as options on the advanced search screen.

Documents have two versions: a shortened version available on the public site and the full version available for customers who bought a subscription. The shortened version acts as an incentive to take advantage of the site’s full functionality. Moreover, the shortened version is used by the mass-mailing application to send paid and free newsletters to registered users. The system offers several types of mailings, whereas it is the user who decides on the types of messages they receive (e.g. information on tax seminars, financial services or tax amnesty). In addition, by selecting the weekly summary option, one can specify the subject of the received content (e.g. information about customs duty, VAT, CIT, PIT). Thanks to mass-mailing, users will know when new, relevant articles appeared on the site.

taxonline.pl is a paid service. This means that only the designated employees of the companies that bought the subscription will have access to the service. The subscription can be purchased for many employees of the company. Each company, as part of the subscription, receives a parent account. This allows the company to decide how to distribute access purchased under the subscription (to the so called to child users). At any time, the customer’s administrator can change the mailing preferences, open, close and lock the account or change the password for the child account user; they can also submit an application for renewal of the subscription. With this approach, PwC’s administrative tasks needed to maintain the taxonline.pl service have been greatly limited.

The new taxonline.pl service comes with a host of additional features, such as: commenting selected documents by logged-on users, publishing ads about PwC tax seminars and registration of users for selected seminars. The tax calendar presents important events and reminds users about tax deadlines.

The service has been available to users in three language versions - Polish, English and German. It is possible to add successive versions.

Technology

Taxonline.pl is based on the development environment of e-point S.A. – OneWeb – which is fully compliant with the Java Enterprise architecture. Once again, OneWeb has proven its value as a platform for the rapid creation of dedicated solutions for our customers. With our own development environment we were able to respond to the challenges of the project and replace the planned implementation of the ready-made CMS system with the system built from scratch that meets the needs of both users and our Client very well.
